    Injured Reserve

There will be TWO IR (injured reserve) spots available per team. A player CANNOT be placed on the IR unless he has been officially placed there by his NHL team.

If you place more than two players on to your IR, your roster will become illegal and your team will not accumulate any points. If your IR is found to have more than two players, the Commissioner will make the necessary moves to make your roster compliant.

You have one full line-up period to move your player(s) off the IR after he has officially been removed from it in the NHL. What this means is that with a weekly Monday line-up period, say your player comes off the IR on Wednesday, you have one full period + up until the Monday after that to move your player off. That's a total of 12 days.

If you DO NOT make the necessary moves within the one lineup period, the Commissioner will make the necessary changes for you. If a player must be dropped to make room for the player coming off the IR, the Commissioner will randomly draw a name from ALL players on your team (this includes goaltenders) and drop the player that is picked. This means that ANY PLAYER on your team could be dropped should the Commish be forced to handle your roster moves for you.

THE IR RULES APPLY DURING THE POSTSEASON AND OFF-SEASON

    REMINDER

If your team's roster is illegal, you have 48 hours to make it compliant.
If you do not do so within 48 hours, the Commissioner will make the necessary moves to make your roster compliant.

Reminding you, yet one more time!
If the Commissioner is forced to make the necessary roster moves for you and a player must be dropped, the Commissioner will randomly draw a name from ALL players on your team (this includes goaltenders) and drop the player that is picked. This means that ANY PLAYER on your team could be dropped should the Commish be forced to go this route.

The salary cap for 2013-14 has been increased to $47,936,000.

The cap floor for the 2013-14 season will be $26,782,609

The formula for the cap ceiling:
If you use the current NHL cap of 64.3M and divide by 20 players that dress every night, it comes to 3,215 per player.

Our cap was 45,630,000 divided by 14, which is 3.259 per player which was just under 2% above the 3.215 per player.
Now we are using 6.5% which gives us the $47,936,000

Both of these must be adhered to by our teams. If your cap totals fall above $47,936,000 or below $26,782,609 your roster will become illegal and your team will not accumulate any points.

GMs have 48 hours to make their roster compliant to the cap. If the team is not compliant within that 48 hours, the Commissioner will make the necessary changes to your roster to get it legal. This may include forcibly dropping player(s), adding free agents (and therefore dropping players from your roster to make room for them) from the player pool and/or line-up adjustments.

If the commissioner is forced to drop players from your roster to get your team under the cap, the player(s) (salaries) with the highest salary (salaries) will be dropped until your team is below the cap.

If the Commissioner needs to all salary to your roster, player(s) will be added to your roster from the free agent pool until the cap floor has been reached. The player(s) on your team will the lowest salary (salaries) will be dropped to make room for the added players. The player(s) in the free agent pool with the salary (salaries) that most closely fit(s) the needs of your team will be added until your team has reached the cap floor.

Dropped players will go to the Waiver Wire and all teams will have a chance to claim them.

All players signed to an NHL contract or drafted by an NHL team are eligible to be drafted in our drafts.

I would like to reminder all of our GMs:

Changes to the the rules, salary cap, etc. are not just arbitrarily made by the Commissioner.
They are made after discussion between the BOG, the Co-Commissioner and the Commissioner.

The Commissioner does, however, reserve the final say in all decisions.

If you have a problem with another GM, a BOG member or the Co-Commissioner - Please contact the Commissioner via email or PM. Please do not call out the person you are having an issue with in a public forum. It's just not cool.

If you have an issue with the Commissioner, feel free to let the Commish know about. The Commissioner is pretty nice and is pretty understanding so she probably won't bite your head off. But, if you feel you cannot speak to the Commissioner about it, please contact the Co-Commissioner.

In light of recent happenings in our league, I feel that I need to post this.

If you have an issue with a trade that has been made, think there may be collusion, are having problems with a fellow GM, etc. - YOU ARE TO CONTACT THE COMMISSIONER AND/OR CO-COMMISSIONER with your concern(s) and have him/her handle the problem.

DO NOT call out the GM in question in a public forum. DO NOT flood their inbox, private chat, etc. with messages.
DO NOT HARASS YOUR FELLOW GM(s).

Harassment of a fellow GM is taken very seriously and may result in dismissal of the responsible GM(s) from the league. (no refund of the entry fee will be given)

If you have an issue with the Commissioner, feel free to let the Commish know about. The Commissioner is pretty nice and is pretty understanding so she probably won't bite your head off. But, if you feel you cannot speak to the Commissioner about it, please contact the Co-Commissioner.
